The bill stipulates that on or after January 1, 2024, screw base or bayonet base compact fluorescent lamps shall not be provided or sold as new manufactured products; on or after January 1, 2025, pin base compact fluorescent lamps and linear fluorescent lamps shall not be provided or sold as newly manufactured products. The following lamps are not subject to this Act:


1. Lamps used for image capture and projection
2. Lamps with a high proportion of ultraviolet light emission
3. Lamps used for medical or veterinary diagnosis or treatment, or lamps used in medical devices
4. Lamps used in the manufacture of pharmaceutical products or quality control
5. Lamps used in spectroscopy and optical applications

Foreign media pointed out that in the past, although fluorescent lamps contained mercury that was harmful to the environment, they were allowed to be used and even promoted because they were the most energy-saving lighting technology at the time. In the past 10 years, LED lighting has gradually become popular because it consumes only half of the power of fluorescent lamps and is a lighting alternative with high luminous efficiency and low cost. It is reported that Vermont previously voted to phase out compact fluorescent lamps and 4-foot linear fluorescent lamps in 2023 and 2024 respectively.
