Lighting regulations and standards are emerging one after another, LED light exports are "blocked"

In recent years, my country's lighting industry has developed vigorously, and its production scale has expanded rapidly, becoming a key export product alongside home appliances. LED electric light sources have emerged as a leader in lighting fixtures and have also become the "bull's-eye" of technical regulations and standards in various countries. Regulations and standards emerge one after another, and the deterrent effect appears Various new regulations in the LED lighting industry are sweeping along with the barrier effect, becoming a highly hidden risk factor. Recent regulatory trends worthy of attention include: First, energy testing methods continue to be tightened. The U.S. Department of Energy proposes new energy testing procedures for light-emitting diode (LED) light bulbs. This standard clarifies the method of measuring lumen output, input power and relative spectral distribution to determine the correlated color temperature, including detection of luminous flux, input power, related color, temperature, rated life, etc. Second, the certification process is more stringent. my country's National Certification and Accreditation Administration issued Announcement No. 23 of 2014 to adjust and revise the original compulsory certification implementation rules. LED power supplies and other products will be officially included in the scope of compulsory CCC certification from September 1 this year. In addition, Chile issued a notice to stipulate the certification procedures and safety requirements for incandescent light strings and LED light strings with voltages not exceeding 250 volts, series or parallel connection, as well as inspection items for light string products, based on standards and corresponding defect classifications, and define the selection of sample quantities and the basis for determining whether they are qualified under different certification systems. The Chilean inspection items include 12 types of tests, such as classification, marking, structure, creepage distance and clearance, insulation resistance and electrical strength. Third, the threshold for mandatory inspection has been raised. Taiwan has implemented compulsory inspection of LED light bulbs since July. The test items include safety, performance and electromagnetic interference. Anyone who puts the product on the market without inspection and is verified to be true will be fined not less than NT$200,000 but not more than NT$2 million. Exports are "blocked" and the risk of electric shock is the primary cause From January to July this year, the EU Rapid Early Warning System for Non-Food Consumer Goods (RAPEX) alone has issued 54 notifications against Chinese-made lamps and lighting products. Most of the "blocked out" products are products that do not comply with the EU Low Voltage Directive (LVD), EU standard EN60598 and EU standard EN14059. Among them, the risk of electric shock bears the brunt, and the "continuous accidents" are mainly attributed to the following factors: First, design defects, easy access to live parts or high-voltage parts; second, insufficient insulation, insufficient creepage distance and electrical clearance between the main line and secondary line, the two are easy to collide, and insufficient insulation between the product's conductive parts and metal conductors; third, it is not equipped with a transformer that can provide safe low voltage output. Other reasons for recalls include the presence of parts that are in contact with the human body, incorrect product instructions, and confusing product labeling or specifications. Control risks and promote growth simultaneously, creating a new situation for exports Even though the export of lamps is faced with many obstacles, its power engine is still strong. Ningbo lighting fixtures "illuminate" 157 countries on 5 continents and have formed a complete industrial chain with an annual output value of more than 10 billion yuan. LED electric light source products such as ceiling lamps, wall lamps, chandeliers, table lamps, floor lamps, night lights, holiday decorative lights and other products have added new opportunities to exports. From January to July this year, Ningbo Port exported lamps, lighting devices and similar products totaling approximately US$1.19 billion, a year-on-year increase of 9.87%. With the upgrading of the LED lighting industry, the situation restricted by domestic and foreign regulations has become increasingly serious, and energy efficiency indicators and ecological design have increasingly become the "main theme." After entering a healthy development track, technical barriers have put forward new requirements for the reshaping of the industrial structure. If the lighting industry wants to bring more bonus points, it needs to work hard in three aspects: First, strengthen product testing and control capabilities. Improve self-inspection and self-control capabilities in response to weak points in quality control, strengthen standard compliance review, and conduct type tests in strict accordance with international standards; in terms of quality management, we must ensure raw materials, production safety, and export inspection, and use energy-saving and environmentally friendly raw materials and parts that meet energy utilization requirements. The second is to improve the technical support system. Focusing on strengthening independent product innovation, we strive to break through key manufacturing technologies that restrict the development of lamps, increase product added value by upgrading production equipment and optimizing product structure, increase brand recognition, and enhance the soft power of brand building. Third, pay close attention to early warning information. Make rectifications with reference to the sensitive focus issues and high-risk quality and safety items involved in the notified recall, and work hard to clarify the specific product requirements and response plans that you need to master to promote sustainable growth in exports.
