Recently, the Ministry of Industry and Information Technology released the "Implementation Plan for Leading the Quality Revolution of Light Industrial Products by Improving Standards (Draft for Comments)" and publicly solicited opinions from the public. The consultation draft proposes to strengthen the application of green and low-carbon standards, guide various industries to explore the pilot application of carbon footprint accounting rules and standards, steadily explore and promote the carbon label certification of light industrial products, and encourage local governments to provide tax incentives to enterprises that meet the standards.

What deserves the attention of the lighting industry is that 5 key points of lighting-related content are proposed, giving an authoritative direction for the development and transformation of the lighting industry in the new era.

In terms of optimizing the system to improve quality, the draft requires the lighting industry to promote the application of lighting product quality classification and national standards for performance and reliability evaluation of various light sources, control devices and lamp products, and to study and formulate basic technical standards for light radiation for health promotion, rhythm control and other special purposes, product standards, as well as method standards for light quality evaluation, healthy light environment design and other methods. · In terms of building the foundation for mandatory national standards, the draft requires that the lighting industry should promote the application of mandatory national standards such as lamps and power rail systems for lamps, control devices and components for lighting products, and light sources, and study and formulate mandatory national standards for new lighting products such as intelligent lighting systems. ·

In the digital transformation standard promotion action, the draft proposes that when building the digital transformation standard system, the coordination of lighting standard system planning should be strengthened to coordinate the preparation of the "Smart Home Industry Standard System Construction Guide" and accelerate the cultivation of a large ecology of home industry standard system integration. ​·

In the green and low-carbon standards leading action, the draft also mentioned that when accelerating the supply of green and low-carbon standards, the formulation of carbon footprint accounting rules and standards for key lighting products should be steadily promoted, and group standards should be encouraged to be piloted. ·

Also in the lead action of green and low-carbon standards, the draft requires the lighting industry to promote the application of national standards such as high-efficiency energy-saving LED lighting and green product evaluation, and to study and formulate carbon footprint accounting rules, product ecological design, product life cycle green evaluation and other standards.

In view of the fact that the consultation draft sets the goal of formulating and revising about 200 light industry standards by 2027 and building a world-leading light industry standard system by 2030, lighting, as a subdivision that attaches equal importance to people's livelihood and exports, will directly benefit from the accelerated supply of standards, reduced compliance costs and a clear path to high-end development. ‌‌

At the same time, based on the relevant content of the consultation draft, lighting companies must focus on the six major directions of "digitization, greenness, intelligence, age-appropriateness, strong compliance and standard internationalization" and proactive layout.

On the one hand, lighting companies must focus on participating in or tracking advancing industry standards such as intelligent lighting interconnection, healthy lighting performance, aging-friendly lighting equipment, and carbon footprint accounting rules, and carry out product design and testing benchmarking in advance. On the other hand, they must develop products that meet future standards for aging-friendly home light environments, anti-glare, adjustable color temperature, and no stroboscopic standards, and strictly control potential mandatory standards for infant lighting such as small parts, electrical safety, and material flame retardancy.

More importantly, the consultation draft proposes action requirements related to accelerating green and low-carbon transformation and promoting digitalization and intelligent manufacturing. This will prompt lighting companies to prepare in advance for energy efficiency improvement, hazardous substance control, LED product recycling and carbon labeling, and pay attention to the carbon footprint of lighting products, which are listed as key Standard pilots strive for opportunities to pilot group standards.
