The kick-off meeting of "Research on the Revision of Urban Lighting Management Regulations" was successfully held

Commissioned by the Urban Construction Department of the Ministry of Housing and Urban-Rural Development, China Academy of Building Research Co., Ltd. is the unit responsible for the "Research on the Revision of Urban Lighting Management Regulations" project. The project team held the "Study on Revision of Urban Lighting Management Regulations" work kick-off meeting and first meeting in Beijing on May 12, 2026.

Cheng Wenjin, a second-level researcher from the Municipal Affairs Office of the Urban Construction Department of the Ministry of Housing and Urban-Rural Development, and Xu Yanling, a cadre, and Xiao Congzhen, a national survey and design master, chief expert of China Academy of Building Sciences Co., Ltd., and executive vice president of the Academy of Building Sciences, attended the meeting. The project undertaking unit China Academy of Building Research Co., Ltd., as well as 20 leaders and experts from Beijing Urban Management Committee, Shanghai Greening and City Appearance Administration, Hunan Provincial Department of Housing and Urban-Rural Development, Changsha Urban Management Bureau, Beijing Urban Lighting Management Center, Guangzhou Lighting Construction Management Center, Changzhou Urban Lighting Management Office, Changchun Street Light Management Office, Jinan Urban Lighting Engineering Co., Ltd., Changzhou Urban Lighting Engineering Co., Ltd. and other units attended the meeting. The meeting was chaired by Zhang Jing, assistant director of the Environmental Energy Technology and Standards Department of China Academy of Construction Research.

On behalf of the project undertaking unit, Master Xiao Congzhen extended a warm welcome to all the leaders and experts, and expressed his gratitude to the Urban Construction Department of the Ministry of Housing and Urban-Rural Development for its trust in China Construction Research Institute. He briefly introduced the China Institute of Construction Research, especially since its establishment of the Industry Common Technology Research Institute, in implementing the Party Central Committee's major decisions and arrangements and serving the national urban and rural construction and development strategy. The project team is also required to anchor top-level policy orientation, base on the practical pain points of the industry, adhere to the principle of adapting to local conditions, empower industry innovation and upgrading, and other aspects to bring together the wisdom of the entire industry and the joint efforts of multiple parties to promote the quality and upgrading of the urban lighting industry, fully implement the deployment of the Central City Work Conference, and contribute industry strength and scientific research wisdom to build an innovative, livable, beautiful, resilient, civilized, and intelligent modern people's city.

Xiao Congzhen, chief expert of China Institute of Construction Research, delivered a speech

On behalf of the Municipal Affairs Office of the Department of Urban Construction of the Ministry of Housing and Urban-Rural Development, Cheng Wenjin expressed his gratitude to all participating units for their support of my country's urban lighting work, and introduced to the participating experts the important work carried out by the Department of Urban Construction in the field of urban lighting in recent years. He said that the Department of Urban Construction of the Ministry of Housing and Urban-Rural Development attaches great importance to the revision of regulations. The current "Urban Lighting Management Regulations", as the core regulatory basis for the planning, construction, maintenance, and supervision of urban lighting in our country, have shown a lag compared with the new situation and new requirements of the development of urban lighting in our country, and revision research is urgently needed. He hopes that the China Institute of Construction Research will give full play to the technical advantages of the industry to do a good job in revising regulations, and work with various industry units to carefully organize research work, and effectively connect with higher-level regulations and central policies such as the Ecological Environment Code, coordinate with other relevant systems and regulations in the municipal field, fully reflect my country's urban lighting construction practices, and effectively conduct research on the revision of urban lighting management regulations.

The project leader, Wang Shuxiao, director of the Environmental Energy Technology Light Environment and Lighting Research Center of China Academy of Construction Research, on behalf of the project lead unit, reported on the project implementation background, relevant central decision-making arrangements and upper-level regulatory requirements, problems and challenges faced by my country's urban lighting practice, the review results of the "Urban Lighting Management Regulations", and future implementation plans and arrangements for the project.

The follow-up project will closely follow the central government's policy requirements on urban construction, green and low-carbon, smart cities, and people's livelihood security. Research work will be carried out from three aspects: policy and regulation research, lighting practice research, and institutional framework research. The "Urban Lighting Management Regulations (Draft Recommendations)" will be proposed, which is of great significance for further improving the mechanism of urban lighting planning, construction, operation, and supervision, and promoting green, low-carbon, and high-quality urban lighting.

In order to better carry out this revision work, the unit responsible for the project is currently soliciting public opinions on the implementation and application of the "Urban Lighting Management Regulations" as well as opinions and suggestions on the revision of the document (see link for details). The content includes problems encountered in the implementation of the "Urban Lighting Management Regulations", as well as the successful experiences and practices of various localities in the process of urban lighting construction and management.
