Recently, the Chongqing Municipal Administration for Market Regulation issued the local standard "Technical Regulations for Maintenance of Lighting Facilities on Urban Expressways and Urban Sections of Expressways" (DB50/T 1960-2026).
It is reported that this local standard was proposed, organized and implemented by the Chongqing Urban Management Bureau, drafted by Chongqing Urban Lighting Center, CMEC Engineering Consulting (Chongqing) Co., Ltd. and other units, and will be officially implemented on July 8, 2026.
Scope
The standard stipulates the requirements for maintenance management, maintenance quality standards and evaluation management, maintenance operations, safety management, traffic organization, and technical data management of lighting facilities on urban expressways and urban sections of expressways.
Suitable for maintenance and management of lighting facilities on roads, bridges, overpasses, and tunnels within urban expressways and urban sections of expressways.
General principles
1. Maintenance indicators
The standard stipulates that the lighting rate should be no less than 98%; the facility integrity rate should be no less than 95%; and the comprehensive facility integrity rate should be no less than 98%.
2. Facility age and maintenance principles
Lighting facilities have one of the following problems and should be updated and renovated: a) products and equipment that have been explicitly eliminated by the country or industry; b) equipment that poses safety hazards and cannot be eliminated through daily operation and maintenance; c) equipment that is seriously damaged and cannot be repaired or has no repair value; d) equipment that has reached the expected service life/time limit, the energy efficiency index or safety performance index does not meet the requirements after testing, or there is no source of accessories; e) Lighting After normal maintenance of the lamps, if the average illumination is lower than the minimum limit of the relevant specifications, the lamps should be modified and updated; f) When the dimming of the lighting lamps is ineffective, or the error between the expected illumination and the actual illumination after dimming exceeds 20%, and it cannot be effectively maintained, the street light dimming system should be modified and updated; g) When the lighting rate is lower than 98%; h) When the facility integrity rate is lower than 95%; i) When the comprehensive facility integrity rate is lower than 98%.
Lighting facility maintenance and management
The standard stipulates that lighting facility maintenance objects are divided into lighting facilities, light pole facilities, power supply and distribution facilities, and civil construction facilities.
1. Lighting facility maintenance
The maintenance of light sources and lamps should comply with the following regulations. a) The focus of inspection of light sources and lamps is whether they are lit. When they are not lit, inspection or testing should be carried out to determine the cause of the failure; b) The focus of maintenance of light sources and lamps is cleaning and tightening; c) Cleaning of light sources cannot be scrubbed with gasoline, volatile oil, etc., and live operation is strictly prohibited; d) When LED lamps or driving power supplies are damaged, they should be replaced in time.
2. Maintenance of light pole facilities
Light pole maintenance should comply with the following regulations: a) Inspection of light poles, light arms, light panels, and bases focuses on tilt, deformation, rust, etc.; b) Maintenance of metal light poles, light arms, and light panels focuses on cleaning, rust removal, and anti-corrosion; the cleaning frequency should be no less than 2 times/year; metal light poles, bases, etc. The frequency of rust removal and anti-corrosion should be no less than once/2 years; c) The temporary facilities mounted on the light poles should be strengthened, the frequency of inspections should be no less than once/day, and the frequency of inspections should be no less than once/week.
3. Maintenance of power supply and distribution facilities
Including transformer maintenance, distribution box (cabinet) maintenance, diesel generator maintenance, UPS (EPS) and battery maintenance, communication and control system maintenance, distribution line maintenance, etc.
Civil construction facility maintenance
Specifies the requirements for the maintenance quality of cable structures and the maintenance quality of structural foundations.
Lighting facility maintenance quality evaluation
Lighting facility maintenance quality evaluation includes maintenance system and implementation management, maintenance team management, maintenance equipment, materials, tool management, management quality of maintenance operations, lighting facility maintenance quality, light pole facility maintenance quality, power supply and distribution facility maintenance quality, civil construction facility maintenance quality, etc.
Maintenance operation safety management
The standard provides detailed descriptions of on-site personnel, operating vehicles and equipment, maintenance safety, safety and traffic maintenance, emergency response, etc.
