"National Certification and Accreditation Administration Announcement on the Issuance of Compulsory Product Certification Implementation Rules"
In order to comprehensively deepen reform and systematically improve the compulsory product certification system, our committee has comprehensively carried out the adjustment and revision of specific product compulsory certification implementation rules in accordance with relevant laws and regulations and combined with the experience in the implementation of pilot certification implementation rules. The revised implementation rules for compulsory product certification are now announced (see Attachment 2 - Attachment 18, hereinafter referred to as the "new version of the rules"). The new version of the rules will be officially implemented on September 1, 2014. For details of the old version of the rules that will be replaced, please see the comparison table in Appendix 1.
Each relevant designated certification agency shall formulate corresponding product certification implementation details in accordance with the requirements of the new version of the rules and the published general implementation rules for compulsory product certification. The certification implementation details shall be filed with the Certification Supervision Department of our Commission before September 1, 2014 before certification activities in relevant designated fields can be carried out. From the date of implementation of the new version of the rules, for newly accepted certification entrustment business, the designated certification agency shall implement certification in accordance with the new version of the rules; valid compulsory product certification certificates that have been issued before the implementation of the new version of the rules can continue to be used, and the conversion of the certification certificate of the designated certification agency shall be completed through natural transition methods such as expired certificate renewal, standard version change, product change, etc.
Due to the development of technology, the emergence of new products and the continuous improvement of certification applicable standards, the following adjustments have been made to the products applicable to the rules involved in this revision:
1. Two products, "electronic ballasts for high-intensity gas discharge lamps and DC or AC electronic control devices for LED modules" have been added under "Lighting Appliance Category - Ballast Type";
2. Add the product "Socket-type residual current electrical appliances (SRCD) for household and similar purposes" under "Low-voltage electrical appliances category - Types of leakage protectors", and add "Type B residual current operated circuit breakers for household and similar purposes (type B RCCB and type B RCBO) under "Low-voltage electrical appliances category - Types of circuit breakers" , "Selective overcurrent protection circuit breaker (SMCB) for household and similar places" two products;
3. Add "new product specifications and models due to the revision of JB/T8735.2-2011 and JB/T8734.2~.6-2012 standards" under "Wire and Cable Category".
Relevant designated certification agencies should carry out certification implementation and publicity work for relevant production enterprises according to the situation of new products. Adjusted and newly added products will not be allowed to leave the factory, sell, import or be used in other business activities without certification starting from September 1, 2015.

Introduction
This rule is based on the safety risks and certification risks of lighting electrical products, and stipulates the basic principles and requirements for the implementation of compulsory product certification for lighting electrical products.
This rule is used in conjunction with the general implementation rules issued by the National Certification and Accreditation Administration such as the "Compulsory Product Certification Implementation Rules Production Enterprise Classification Management, Certification Mode Selection and Determination", "Compulsory Product Certification Implementation Rules Production Enterprises' Utilization of Testing Resources and Other Certification Results", and "Compulsory Product Certification Implementation Rules Factory Inspection General Requirements".
Certification agencies shall prepare certification implementation details in accordance with the general implementation rules and the requirements of these rules, and implement them together with the general implementation rules and these rules.
Manufacturing enterprises should ensure that the certified products they produce can continue to comply with certification and applicable standards.
1 Scope of application
This rule applies to lighting electrical products, including the following product categories: fixed general-purpose lamps with a power supply voltage greater than 36V and over 1000V, recessed lamps, movable general-purpose lamps, aquarium lamps, night lights installed with power sockets, Ground recessed lamps, removable lamps for children; ballasts for fluorescent lamps with a power supply voltage greater than 36V and exceeding 1000V, ballasts for discharge lamps (except fluorescent lamps), AC electronic ballasts for fluorescent lamps, DC or AC electronic ballasts for discharge lamps (except fluorescent lamps), DC or AC electronic control devices for LED modules.
Any adjustment in the scope of application caused by changes in laws and regulations or related product standards, technology, industrial policies and other factors shall be subject to the announcement issued by the National Certification and Accreditation Administration.
2 Terms and Definitions
Design Appraisal: The design appraisal mentioned in this rule refers to a non-experimental verification method that uses the review and calculation of design drawings to prove that the product meets the requirements of the certification basis standards.
3 Certification basis standards
In principle, the above standards should implement the latest version issued by the national standardization administrative department. When other versions of the standard need to be used, the announcement on applicable relevant standard requirements issued by the National Certification and Accreditation Administration shall be followed.
4 certification modes
The basic certification mode for implementing compulsory certification of lighting electrical products is:
Type test + post-certification supervision;
For large lamps, you can also use:
Design appraisal + type testing of some items + post-certification supervision;
The above-mentioned post-certification supervision refers to one of three methods: follow-up inspection after certification, sample testing or inspection at the production site, and market sampling testing or inspection.
Certification agencies should implement classified management of production enterprises in accordance with the requirements of the "Compulsory Product Certification Implementation Rules: Classification Management of Production Enterprises, Selection and Determination of Certification Modes", and combine the classification management results to add relevant elements such as enterprise quality assurance capabilities and product consistency inspections (initial factory inspections) as appropriate based on the basic certification model, and combine various post-certification supervision methods to determine the certification model applicable to the certification client.
5 Principles of Division of Certification Units
In principle, application units are divided according to the same product type, structure, installation method and materials as above. The same products produced by the same manufacturer and the same manufacturer as above, or the same products produced by the same manufacturer and the same manufacturer above, can be type tested on only one unit of samples. Products from other manufacturers/producers need to provide information for consistency verification.
Certification agencies should clarify the specific requirements for unit division in the certification implementation rules in accordance with the relevant regulatory documents issued by the National Certification and Accreditation Administration, combined with the classified management of production enterprises.
6 Certification entrustment
6.1 Proposal and acceptance of certification entrustment
The certification client must submit the certification entrustment to the certification agency in an appropriate manner. The certification agency shall handle the certification entrustment and provide feedback on acceptance or acceptance information in accordance with the time limit requirements in the certification implementation rules. When the requirements of national laws, regulations and relevant industrial policies are not met, the certification agency may accept the relevant certification entrustment.
6.2 Application materials
The certification body should specify the list of application materials in the certification implementation rules in accordance with laws, regulations, standards and the needs of certification implementation (which should at least include the certification application or contract, the registration certificate of the certification client/producer/production enterprise, etc.).
For manufacturing enterprises that do not involve corporate quality assurance capabilities and product consistency inspections (initial factory inspections) during certification implementation, the certification body may also require the certification client to submit a self-assessment report on the manufacturing enterprise's factory quality assurance capabilities.
The certification client shall provide the required information in accordance with the requirements of the application information list in the certification implementation rules. The certification body is responsible for reviewing, managing, preserving and keeping relevant information confidential, and informing the certification client of the results of the data review.
6.3 Implementation arrangements
The certification body shall agree with the certification client on the relevant responsibilities and arrangements of both parties in each link of certification implementation, and based on the actual and classified management situation of the production enterprise, in accordance with the requirements of these rules and certification implementation rules, determine the specific plan for certification implementation and inform the certification client.
7 Certification Implementation
7.1
Type Test
7.1.1 Type Test Plan
The certification body shall formulate a type test plan after reviewing the data and inform the certification client. The type test plan includes all sample requirements and quantities for type testing, testing standard items, laboratory information, etc.
7.1.2 Type test sample requirements
The certification body should clarify the relevant requirements for sample delivery/sampling of certified products in the implementation details. Usually, the certification client selects representative samples for testing according to the requirements of the certification body. When necessary, the certification body can also obtain samples through on-site sampling/sealing.
The certification client should ensure that the samples provided are consistent with the actual production products. The certification body and/or laboratory shall review the authenticity of the samples provided by the certification client. If the laboratory has doubts about the authenticity of the sample, it should explain the situation to the certification agency and handle it accordingly.
Certification agencies should clarify the list of key components and materials used in products and related requirements in the certification implementation details in accordance with the relevant regulatory documents issued by the National Certification and Accreditation Administration.
For key components and materials within the scope of compulsory product certification purchased within the country, the manufacturer should provide a compulsory product certification certificate; for key components and materials within the scope of non-compulsory product certification, the certification agency should clarify in the certification implementation rules the conditions and specific requirements for voluntary certification certificates or type test reports that can be accepted or recognized.
7.1.3 Type test inspection items
(1) Safety inspection items
In principle, all applicable items stipulated in product safety standards should be included.
(2) Electromagnetic compatibility inspection items (when applicable)
In principle, all applicable items stipulated in electromagnetic compatibility standards should be included. When certification implementation involves design appraisal, some of the required testing items are determined by the certification agency and notified to the certification client.
7.1.4 Implementation of type testing
In principle, type testing should be completed in a laboratory designated by the National Certification and Accreditation Administration. The laboratory conducts type testing on samples and makes complete records of the entire testing process and archives them.
