Guangzhou New Display Industry Whole Industry Chain Development Action Plan (2020-2025)

In order to further promote the high-quality development of Guangzhou's new display industry, accelerate the construction of a world-class ultra-high-definition video industry cluster and the "World Display Capital", meet the public's mid-to-high-end consumer demand with innovative product production, support Guangzhou's "four innovations and outstanding achievements" with the supply of innovative technology applications, and promote the new vitality of the old city, this action plan is formulated.

1. Work Objectives

Overall Objective: By 2025, the construction of the World Display Capital will achieve significant results and build a domestic leading ultra-high-definition and new display innovation industry demonstration zone, a 5G+ ultra-high-definition industry innovative application demonstration zone, and an internationally leading ultra-high-definition and new audio-visual product production base ("two districts and one base").

The core technology research and development capabilities and terminal manufacturing capabilities such as ultra-high-definition display panels, 4K/8K recording and editing equipment, and new audio-visual products are world-leading, and new display products and related services have achieved multi-dimensional and in-depth applications.

Phase goals: 1. By 2022, the output value of the new display industry chain will exceed 270 billion yuan, driving the scale of the ultra-high-definition video and digital content industry to exceed 400 billion yuan.

2. New display core innovation capabilities and terminal manufacturing capabilities lead the country. The annual output of new audio-visual products such as 4K/8K TVs, AR/VR, and micro-projectors exceeds 10 million units. 8K front-end video recording equipment has formed industrialization capabilities, and core components such as integrated circuits and smart sensors required by the industry have made breakthroughs. 3. The R&D and popularization of new equipment terminals ensures that the supply capacity of ultra-high-definition digital content and applications will continue to lead the country. The reserve of ultra-high-definition video programs exceeds 30,000 hours, and the number of 4K/8K ultra-high-definition video viewing user terminals exceeds 3 million. A number of industry innovative applications based on 5G+ ultra-high definition have been formed in the fields of culture and entertainment, security monitoring, medical health, smart transportation, and intelligent manufacturing.

2. Key tasks

(1) Implement innovative chain-building actions to enhance basic industrial capabilities.

1. Strengthen core technology research and development. Promote the research and development of key core technologies and cutting-edge technologies for ultra-high-definition video and new displays. Support industry-university-research collaborative innovation and major scientific and technological research projects related to ultra-high-definition video and new display industries. Enterprises, universities and scientific research institutes are encouraged to actively carry out collaborative innovation and jointly build high-end R&D platforms such as joint laboratories and R&D centers. Promote the construction of printing and flexible display manufacturing innovation centers and ultra-high-definition video front-end technology innovation centers, break through common key technologies such as key materials and processes, and accelerate the transformation of technological innovation. Enterprises are encouraged to rely on the industry-university-research platform to carry out all-round technology research and development and services such as core technology research, key equipment research and development, domestic standards incubation, intellectual property services, equipment and content testing and certification, and technical personnel training. 3. Strengthen quality standard brand building. Promote enterprises, institutions, etc. to participate in the research and formulation of international standards, national standards, and industry standards for ultra-high-definition video and new displays. Support enterprises to strengthen technological innovation and production management, carry out new codec technology research, patent layout and industrial applications, promote advanced quality management methods, and provide ultra-high-definition video and new display terminal products that meet standards and have reliable quality. (2) Implement backbone chain-strengthening actions to improve product manufacturing levels.

4. Strengthen the construction of new consumer-grade audio-visual product production lines. Guided by market demand, we will accelerate the creation of the world's leading ultra-high-definition and new display audio-visual product production base, support the construction of new audio-visual terminal product production projects such as new display materials, color electronic paper, ultra-high definition panels, AR/VR, etc., promote the research and development and industrialization of key supporting materials such as photoresist, targets, and driver chips, and continue to enhance the manufacturing strength of the entire new display industry chain. 5. Strengthen the construction of professional-grade ultra-high-definition video recording, editing and broadcasting product lines. Accelerate the industrialization of production and broadcast equipment such as lightweight ultra-high-definition video cameras, audio and video codec equipment, and professional monitors. Accelerate the application of domestic 8K codec chips, and promote the research and development of software live broadcast and application technologies such as 5G+UHD live broadcast, 5G+AR/VR. 6. Strengthen the supply of integrated circuits and smart sensors. Promote the construction of the Provincial Smart Sensor Industrial Park and Yuexin Semiconductor Project, focusing on supporting the construction of integrated circuits and smart sensor design and production capabilities such as memory chips, 4K/8K codecs and display driver chips, COMS image sensors, MEMS silicon micromicrophones and microlenses, and continuously improving the performance of end products. 7. "5G+Ultra HD"+advanced manufacturing. Focus on the new generation of information technology, artificial intelligence, biomedicine, automobiles, petrochemicals and other key industries, accelerate the industrialization of ultra-high-definition industrial endoscopes, industrial cameras, production line automatic inspection equipment, etc., promote the application of ultra-high-definition video technology in industrial visualization, defect detection, product assembly positioning guidance, robot inspection, human-machine collaborative interaction and other scenarios, achieve lean and intelligent flexible production, improve the level and level of intelligent manufacturing, and create a number of models that can be promoted. 8. "5G+Ultra HD"+medical health. Accelerate medical institutions and ultra-high-definition video companies to jointly promote the development of ultra-high-definition products such as ultra-high-definition surgical field cameras, endoscopic surgical equipment, surgical field monitors, medical imaging and equipment central controllers, medical imaging diagnostic displays, and consultation monitors, and accelerate the application demonstration of ultra-high-definition video technology in medical institutions. Support medical institutions to increase investment in the research and development of intelligent algorithms such as image recognition analysis and intelligent consultation, and encourage the development of new medical services such as telemedicine, online consultation, and medical image detection based on ultra-high-definition video technology. 9. "5G+Ultra HD"+culture, education and entertainment. Actively promote the experimental and demonstrative application of ultra-high-definition video technology in classrooms, and support qualified schools to establish immersive experience teaching methods based on ultra-high-definition video technology. Explore and promote innovative business models such as quasi-synchronous cinemas and personalized on-demand cinemas for home users, and support the construction of 4K cinemas. Increase the development of digital home application software, strengthen the concept of "hardware + content + services", and expand ultra-high-definition content and application channels. Accelerate the development and application of ultra-high-definition educational tablets, projectors, conference tablets, interactive intelligent terminals and other teaching products, and promote the demonstration and promotion of ultra-high-definition video technology in digital museums, authenticity and anti-counterfeiting, art appreciation and other fields. Promote the application of ultra-high-definition technology in traffic control and improve the accuracy of license plate and vehicle model recognition in complex environments. Supports integrated transportation intelligent pilot applications such as ultra-high-definition hardware and intelligent algorithms. 11. "5G + Ultra HD" + security monitoring. Accelerate the promotion of ultra-high-definition surveillance cameras and other ultra-high-definition products in public areas such as train stations, bus stations, subway stations, and airports to promote the monitoring application of high-definition video technology, and build an ultra-high-definition monitoring and intelligent early warning system in the field of public safety. Support leading enterprises in promoting the upgrading and transformation of security monitoring systems, support the development of artificial intelligence algorithms such as face recognition, behavior recognition, and target classification based on ultra-high-definition video, improve monitoring scope, recognition efficiency, and accuracy, and create a batch of smart ultra-high-definition security monitoring application pilots. (4) Implement carrier chain gathering actions to create leading industrial clusters.

12. Build an ultra-high-definition video industrial park. Efforts will be made to build an ultra-high-definition video industrial park with distinctive development characteristics, obvious agglomeration effect, and complete industrial chain. Promote the agglomeration of ultra-high-definition video production and manufacturing, accelerate the construction of Huaguoshan ultra-high-definition video industry characteristic town, Guangzhou Skyworth Intelligent Industry Innovation Base, CVTE ultra-high-definition video industry base, Super Vision Sakai full ecological industrial park and other carriers, and promote TCL CSOT OLED panels, LG Optoelectronics 8.5 generation OLED panels, LG Chem polarizers, Super Vision 10.5 generation display production lines, and Visionox 6th generation flexible AMOLED Construction of module production lines and other projects. Further promote the high-level development of social organizations such as the Guangzhou Ultra-HD Video Industry Promotion Association and Guangzhou Electronic Audiovisual Industry Federation, carry out the construction of public service platforms such as ultra-high-definition video technology research and development, pilot production, standard formulation, and testing services in qualified areas, and provide public services such as policy popularization, standard publicity, talent training, overseas expansion, project docking, inspection and testing, evaluation and certification, exchanges and cooperation. 15. Further accelerate the construction of talent chain. Accelerate the introduction of a group of leading talents in the ultra-high-definition video industry and carry out the identification of high-level talents in the ultra-high-definition video field. Make full use of various existing talent plans to increase the attraction of top domestic and foreign scientists and high-level talents in the field of ultra-high-definition video. Using the World Ultra-HD Video (4K/8K) Industry Development Conference as a link to gather global industrial resources, we will join forces with Foshan and Huizhou to build an advanced manufacturing cluster for "Ultra-HD video and smart home appliances" and an ultra-HD video content industrialization platform, promote the development and application scenarios of new digital infrastructure in the cultural and radio and television fields in Guangzhou, create a high-quality ultra-high-definition video content copyright trading center, and seize the opportunity period of the construction of the Guangdong-Hong Kong-Macao Greater Bay Area to actively connect outstanding projects at home and abroad for industrialization in Guangzhou. (1) Promote the attraction of industrial chain projects.

3. Implement research and development plans in key areas and provide certain financial support to qualified projects. Break through key technologies such as curved surfaces, folding, and flexibility, accelerate new technologies such as quantum dots, ultra-high-definition displays, printed displays, and flexible displays, and lay out new display technologies such as laser displays, 3D displays, and Micro LEDs (micro light-emitting diodes) in advance. 4. Support the transformation and implementation of ultra-high-definition video and new display patent technologies, and include high-value patents that have won the China Patent Award and the Guangdong Patent Award into the scope of Guangzhou Patent Work Development Fund Support to support the industrialization and promotion of the patented technology. Give full play to the role of the Guangzhou Intellectual Property Operation Fund for key industries, include start-up or growth-stage enterprises with core intellectual property rights into the scope of fund support, and support the transaction operation, equity and market promotion and application of their intellectual property technologies and products. Strengthen OLED (organic light-emitting diode) panel manufacturing, innovative R&D and mass production of key 4K/8K ultra-high-definition video equipment, support our city’s ultra-high-definition video and new display-related leading companies to purchase the city’s independent intellectual property rights, recording, editing and broadcasting software and hardware product components, support relevant integrated circuit design companies to purchase the city’s integrated circuits and smart sensor entrusted processing services, based on their annual purchase amount of related product components and processing services in the city. 5% will be provided as a subsidy, not exceeding 10 million yuan. (3) Support the construction of industrial innovation carriers.

6.
