According to the plan, the outdoor LED display of municipal information and public welfare can be set up according to the needs of public services in the large open space of large municipal parks and municipal squares. The LED display screen is prohibited in pure residential areas.
Status quo: large LED screen pile up

A reporter's visit found that the building where Zhao lived is just behind the building of a 23 storey building. The gap between the two buildings is less than 100 meters. In the East and west of the building, there is a large outdoor LED display about 15 stories high with an area of about 500 square meters, which is used to circulate business information. In the evening, the residential buildings located behind the building were shrouded in the light of the display screen, and many families' windows reflected the changing light and shadow.
Coincidentally, there are also many people on the Internet, Tucao said, part of the LED display in the central area of Nanshan, located on the main street section of the commercial building, circulate the promotional videos, recruitment information and music of all the businesses. The LED display is surrounded by the bright or darkening of the LED big screen, which is becoming brighter and darker. "LED" Many residential residents complain about the noise at home and the glare of the display screen in the neighborhoods of commercial buildings with LED screens. Shenzhen City Administration Bureau has studied the outdoor LED commercial advertising display area of more than 10 square meters in the whole city, and found that there are 335 large outdoor LED screens in the planning area.
Problem: strong light affects traffic safety.
Outdoor LED display as a new carrier of advertising media has been more and more widely used. However, in the dissemination of commercial information, the noise and light brought by it also disturb the work and life of the citizens to a certain extent.
The investigation by the city administration bureau also found that some large outdoor LED display lights will be radiated to the surrounding road sections. When motorists are passing by, they will probably be distracted and even affect traffic safety. For example, the large screen of the new generation of Residence Internazionale in Nanshan District, and the independent screen of the intersection of Cuizhu road and Tibei two road in Luohu District seriously affected the driver's attention and vision.
Solution: strictly control brightness and start time.
Reporters learned from the "planning" that the layout of outdoor LED display will be constructed with Shennan Road as a link, focusing on multiple areas and nodes, forming an overall structure of "one axis, eight important nodes and fourteen key areas". At the same time, from the two angles of function and landscape, the layout of outdoor LED display is measured to realize the management according to the regional functional characteristics and landscape characteristics. The outdoor LED display is planned to be designated as the forbidden zone, the control setting area and the appropriate setting area, and the maximum brightness and opening time of the display screen in different settings are done. Strict control requires that the display must be closed at the latest 23 hours.
The plan clearly stipulates that outdoor LED display is strictly prohibited in residential buildings. Commercial and residential buildings should strictly control the installation density and location of outdoor LED screens, so as to avoid light pollution, noise pollution, electromagnetic radiation pollution and other factors that affect residents' normal life. When setting up outdoor LED display for commercial and residential building, the display should be parallel to the bottom of the main body or the podium of the Yu Jian structure. The area of the single screen should not be larger than 200 square meters. When the display area of a single residential building is larger than 50 square meters, it is allowed to set no more than one place.
In addition, the plan also proposes that when there is a residential building within 100 meters ahead of the display screen location, and when the display is facing the residential building windows, it is forbidden to set up the display screen. When the display location is within 150 meters ahead of the residential building, and the screen faces the residential building windows, it should be appropriate. Reduce the brightness of the display and try to set it as a static display.
According to the "Regulations on the management of outdoor advertisements in Shenzhen", the setting up of advertisements for electronic displays should conform to the requirements of urban lighting management and the brightness control standards of electronic displays. Without the approval of the urban management department, the advertising of electronic display panels with an area of more than 10 square meters will be ordered to be demolished within a time limit and fined at 10 thousand yuan.
