Digital movie LED (light-emitting diode) theaters (hereinafter referred to as LED theaters) are a major change in film projection technology. They are an important technological innovation for upgrading the Chinese film industry, achieving high-quality development, and promoting the goal of becoming a powerful film nation. In order to promote healthy development, standardize the construction, operation and management of LED cinemas, and ensure the quality of screenings, the relevant matters are hereby notified as follows.
1. The construction of LED cinemas should comply with the current national technical standards for architectural design and refer to the current technical standards for audio-visual environment in the film industry.
2. The digital movie LED projection system and other equipment used in the LED cinema shall refer to the technical standards or guiding technical documents formulated by the national film authorities and obtain certification certificates common to international films.
3. LED cinema equipment manufacturers, suppliers and solution providers should provide products and services that comply with relevant technical standards, specifications and regulations. After construction and installation are completed, necessary optical and acoustic debugging should be carried out.
4. When signing a contract with a solution provider, a cinema, cinema chain or cinema management company should agree on the guarantee time of equipment quality and indicators, after-sales operation and maintenance time, and the rights and obligations of both parties.
5. The installation of digital movie LED projection systems in cinemas shall refer to the relevant technical standards and specifications formulated by the national film authorities. After installation, a professional testing agency accredited by the China National Accreditation Service for Conformity Assessment (CNAS) should complete the audio-visual quality acceptance and copyright protection testing based on the "Technical Requirements and Measurement Methods for Digital Cinema LED Cinemas" and the internationally accepted compliance testing specifications for digital cinema projection systems, and form a testing report. The cinema, cinema chain or cinema management company can only put it into use after acceptance based on the test report. If the screening quality is not up to standard or there are potential security risks of image data, it should be rectified in a timely manner. 6. Cinemas should, under the guidance of provincial film industry associations, regularly inspect and maintain the LED cinema projection system to ensure the normal operation of the equipment and the quality of projections. 7. Provincial film authorities should make good use of provincial film special funds and central subsidy local funds to support the development of LED cinemas. 8. The China Film Distribution and Exhibition Association should use the industry self-discipline mechanism to promote LED cinema equipment manufacturers, suppliers and solution providers to ensure the quality of products and services based on the test reports of professional testing agencies, spot inspection re-inspection reports and user feedback. 9. The China Film Science and Technology Institute should speed up the improvement of the standard system related to LED cinemas, train and certify a number of local professional testing agencies, and provide necessary technical support. 10. The national film authorities encourage legal persons and unincorporated organizations that produce and distribute films to produce 2K and 4K LED cinema release versions of films to enrich program supply. 11. The national film authorities encourage all relevant units to carry out joint research and collaborative innovation between industry, academia and research on LED projection technology to achieve cost reduction, quality improvement and efficiency improvement.
