The national standard "General Requirements for Intelligent Multifunctional Pole Systems in Smart Cities" is here!

Since May 2018, there have been related cases of intelligent multi-function pole systems in Guangdong, Zhejiang, Jiangsu, Chongqing, Hunan, Shaanxi, Jilin, Guangxi and other places. However, there is no unified understanding of the name and conceptual scope of smart multi-function poles, and there are no corresponding standards for reference corresponding to the performance of functional equipment, pole design loads, and wind load indicators.


The recently announced national standard "General Requirements for Intelligent Multifunctional Pole Systems for Smart Cities" will solve this problem. The standard was declared on September 16, 2019, and ended on May 10 this year. See below for details.


Standard introduction


The "Overall Requirements for Smart City Intelligent Multifunctional Pole Systems" is reported and implemented by TC28 (National Information Technology Standardization Technical Committee), and the competent department is the National Standardization Management Committee.


The main drafting units of this standard are: National Energy Conservation Center, China Electronics Technology Standardization Institute, CETC New Smart City Research Institute Co., Ltd., Shanghai Sansi Electronic Engineering Co., Ltd., Shenzhen Municipal Bureau of Industry and Information Technology, Inspur Software Group, Huawei Technologies Co., Ltd., Beijing New Space Technology Co., Ltd., Beihang University, Taihua Smart Industry Group Co., Ltd., Zhejiang Dahua Technology Co., Ltd., etc.


Problems to be solved by the standard


Smart multi-functional poles are an important entrance to information sensing interconnection in the construction of smart cities, and are also the carrier for carrying 5G base station distribution in the future.


The main problems to be solved by this standard include:

(1) The problem of inconsistent industry cognition and lack of standards for city-level intelligent multi-function pole systems;

(2) The difficulty of loading different information equipment and accessories, and the difficulty of interconnection between information equipment;

(3) The problems of low effective utilization of resources, repeated investment, and high later maintenance costs.


The formulation of this standard can effectively standardize the overall technical requirements for city-level intelligent multi-functional pole systems, and provide technical reference for the planning, design, construction and operation and maintenance of intelligent multi-functional pole systems in various places.


This standard will help the intensive construction of smart multi-functional poles in cities, realize the interconnection of various sensing information, solve the problem of current lack of standards for the construction of smart multi-functional pole systems, and help achieve the goals of smart city construction.


The development of this standard can provide technical guidance for the integrated design of city-level intelligent multi-functional pole systems, improve the level of information sharing and business collaboration in public security, urban management, environmental protection and other fields, lead the development of emerging industries such as 5G, the Internet of Things, and the Internet of Vehicles, and provide support for the construction of local smart cities.


Scope and main technical content


This standard provides the basic principles, system composition, and system architecture of the intelligent multi-function pole system in the smart city scenario, and stipulates the basic system requirements, system communication requirements, system coding and identification requirements, system power supply requirements, and system operation and maintenance requirements. This standard is applicable to the planning, design, construction and operation and maintenance of intelligent multi-function pole systems in smart city scenarios.


The main technical content of this standard includes:


1) Basic principles: It mainly explains the principles and design principles for new and renovation projects of intelligent multi-functional poles.


2) System composition: The intelligent multi-function pole system should realize access or integration with information systems related to smart city construction based on the actual needs of the development and application of smart city construction technology. The intelligent multi-function pole system mainly includes intelligent multi-function poles, mounting equipment and management platforms.


3) System architecture: The intelligent multi-function pole system architecture is a three-layer architecture, which is the terminal layer, control layer and application service layer. Through communication management between various systems, functional linkage of mounted equipment and marginal computing of urban big data are realized.


4) Basic requirements of the system: Unified technical requirements are put forward for poles, mounting equipment, and management platforms:

· Intelligent multi-function pole: Indicator requirements are proposed for new and modified poles;

· Mounting equipment: Based on the mature standard system of the existing industry, standard supporting use and relevant indicator recommendations are implemented;

· Intelligent multi-function pole management platform: Involves the specific functional requirements and corresponding design requirements of the management layer in the intelligent multi-functional pole system architecture.


5) System communication requirements: including requirements for wired transmission, wireless transmission, networking methods, communication security, etc.


6) System coding and identification requirements: including system coding requirements and identification requirements, and the system coding and identification method is given.


7) System power supply requirements: including the power supply method and electrical safety requirements of the intelligent multi-function pole system.


8) System operation and maintenance requirements: including requirements for equipment operation and maintenance, platform operation and maintenance, and security operation and maintenance.



Domestic and foreign standards


At present, the progress of smart multi-function pole standards at home and abroad is at varying degrees. In foreign countries, there are corresponding standards for the technical content of smart lighting, but there are currently no multi-function poles internationally. Our country has issued corresponding standards for multi-function poles at various levels such as national, industry, local, and group standards.


Abroad


In April 2016, ISO/TC 274/WC2 was established and "Light and lighting-Commissioning Process of Adaptive Lighting Systems" was compiled;


In May 2016, IECTC34 At the AC4 meeting in Washington, four standard proposals, "Lighting System Terms and Definitions", "Testing of Light Source Standby Power of Adaptive Lighting Systems", "General Requirements for Lighting Systems" and "Guidelines for the Development of Lighting System Standards for Specific Application Fields", were identified as priority projects to carry out pre-research and preparation work;


The existing standards correspond to the technical content of smart lighting. The multi-function pole is an emerging thing in the development of the Internet of Things, and there is no relevant international standard.


National level


The National Technical Committee for Standardization of Urban Public Facilities Services (TC537) has established the standard "Urban Public Facilities Services - Basic Information of Smart Street Lights" (20180017-T-469), which is currently soliciting opinions. The standard mainly stipulates the physical structure of smart street lights, the information structure, information model and information description of basic information of smart street lights. The description method of street light information in multi-function poles can refer to this standard.


In addition, the GB/T 34923 "Street Light Control Management System" series of standards can be used as a reference for the multi-functional smart pole system sub-module street light control management.


Industry level


The Ministry of Housing and Urban-Rural Development issued the CJ/T527-2018 urban construction industry product standard "Technical Conditions for Road Lighting Pole", which mainly regulates the product classification and model, material and performance requirements, test methods, inspection rules, signs, packaging, etc. of road lighting poles; it is suitable for light poles with a height of less than 20m and used as lighting poles for urban roads, highways, squares, parks, etc., and is not suitable for special-shaped or combined decorative lights. This standard also applies to multi-function poles, but it is not the technical requirement involved in this standard.


Local level


Hangzhou, Qingdao and other cities have stepped into the forefront of standard setting through pilot construction, etc., and issued standards such as "Hangzhou Urban Road Rods and Sign Integration Design Guidelines (Trial)" and "Qingdao Urban Road Rods and Box Integration Technical Guidelines (Trial)" to standardize the construction and integration of various types of poles in the city. The Shenzhen Municipal Bureau of Industry and Information Technology launched the formulation of standards and specifications related to the design and engineering construction of multifunctional pole intelligent systems in 2017. After more than two years of research, preparation, solicitation of opinions, expert review, and release for trial implementation, the standard has been basically formed, providing an important reference for the development of national standards.


Group standard level


The China Lighting Association (CALI), Guangzhou Smart Pole Industry Alliance and other groups have drafted corresponding group standards CALI 0802 "Multifunctional Street Lamp Technical Specification Series Standards", T/SPIA 001 "Smart Pole System Construction and Operation and Maintenance Technical Specifications", and "Guangzhou Smart Lamp Pole System Technology and Engineering Construction Specifications" for intelligent multi-functional pole systems.
