Recently, the State Administration for Market Regulation announced the 2026 national product quality supervision and spot inspection plan to comprehensively strengthen product spot inspections in the online sales field and continue to crack down on product quality violations in accordance with the law. This spot inspection plan covers 173 key products in 8 categories, including electronic appliances, construction and decoration materials, daily necessities and textiles, and food-related products. The total number of random inspections will exceed 16,000 batches.
At the same time, the China Government Procurement Network also announced the winning bid announcement for this spot inspection plan. What deserves the attention of the lighting industry is that the winning bidder information in the bid-winning announcement shows that four types of lighting products: general lamps, movable general lamps (including reading and writing desk lamps), embedded lamps, and explosion-proof lamps are included in the national inspection plan. Among them, general-purpose lamps, movable general-purpose lamps (including reading and writing desk lamps), and recessed lamps are classified as electronic and electrical products, and explosion-proof lamps are classified as mechanical and security products.
It is reported that lighting products have been included in the "Online Sales Product Quality Special Project" for national supervision and spot inspections of product quality many times in recent years. According to the 2024 national supervision and spot inspections notified in April 2025, 74 batches were randomly inspected. Among the movable general-purpose lamps, there were 22 batches of unqualified products, with a failure rate of 29.7%; among the 80 batches of fixed general-purpose lamps inspected, there were 42 batches of unqualified products, with a failure rate of 52.5%. The main problems of unqualified lighting products in the above-mentioned spot inspections are excessive harmonic current, lack of CCC certification, unqualified anti-shock protection and unqualified external wiring.
Although there is no national-level unified lighting product spot inspection notice in 2025, local spot inspections show concentrated problems: For example, Shandong Province’s third batch of 31 batches of lamps were randomly inspected in 2025, and 8 batches were unqualified, with a failure rate of 25.8%. , all involving harmonic current issues; Yunnan Province randomly inspected 127 batches of lamps in 2025, and 40 batches were unqualified, with a failure rate of 31.5%. The main problems were safety projects such as structure, electric shock prevention, and external wiring.
Authoritative analysis shows that various unqualified items in random inspections of various lighting products, such as "lack of protection against electric shock, insufficient cross-sectional area of external wiring, structural defects, etc." may lead to leakage, short circuit, fire or electric shock; if "harmonic current exceeds the standard", it will interfere with the power grid and cause stroboscopic effects, and long-term exposure may aggravate visual fatigue or even damage eyesight; in addition, "excessive harassment voltage or radiation" may also interfere with the normal operation of peripheral electronic equipment such as mobile phones, Wi-Fi, and medical equipment.
From the perspective of consumer experience and economic losses, the light efficiency and color rendering index of lighting products are not up to standard, which will not only affect the use experience, but also harm physical health; shortened lifespan of lighting products and frequent failures will also cause "direct property losses" during maintenance; some "substandard" lighting products even constitute "consumer fraud", further weakening trust and increasing replacement costs.
According to relevant laws and regulations, if lighting products fail national supervision and spot inspections, the production company will face penalties such as orders for rectification, announcement, re-examination, suspension of business for rectification, and even revocation of licenses in accordance with the law; if lighting products have "serious quality problems", they can be directly punished according to Article 49 of the "Product Quality Law", including confiscating the product, imposing a fine of less than three times the value of the production company's goods, confiscating its illegal income, revoking its business license, etc.
To this end, with the introduction of the national supervision and spot inspection plan, manufacturers of lighting products listed in Category 4 must pay attention to the regulatory signals conveyed by the national inspection, strictly control every step of the research, production, and sales subdivisions, ensure that the products comply with the requirements of various national mandatory standards, and make positive contributions to the healthy development of the lighting industry.
