Vanguard of industrial development
As a new generation of efficient, environmentally friendly, energy-saving lighting products, LED is rapidly leading the world into a new era of green lighting. In order to seize this key opportunity for energy conservation and technological development, Guangdong Province has listed the LED industry as one of the strategic emerging industry breakthroughs. It has made a series of deployments in terms of planning and layout, capital investment, technological research, promotion and application, etc., and taken effective measures to promote the sound and rapid development of Guangdong's LED industry, making Guangdong the leader in the development of China's LED industry.
Huang Ningsheng introduced that since 2010, the output value of Guangdong’s LED industry has maintained rapid growth for many consecutive years, accounting for half of the country’s output value. In 2013, the output value of Guangdong's LED industry reached 281.103 billion yuan. In the first three quarters of this year, Guangdong's LED industry achieved a total output value of 254.679 billion yuan, a year-on-year increase of 27.95%. The full year is expected to exceed 350 billion yuan.
This series of data shows that Guangdong’s LED industry has strong endogenous growth and good market prospects, and is playing an increasingly important role in the global LED industry landscape.
In addition to the gratifying results in total industrial output value, Guangdong Province is also focusing on market-oriented and vigorously promoting the cluster development of the LED industry. It has formed a complete industrial chain from substrate materials, epitaxial wafers, chips, packaging to applications. There are more than 4,000 LED companies, creating related employment for nearly 3 million people. Among them, there are 25 LED listed companies, accounting for 60% of the total number of LED listed companies in the country, with a total market value of nearly 100 billion yuan.
At present, the Guangdong LED industry base has initially formed a "1+5" development pattern through the backbone enterprises distributed in different regions, that is, the "one core and one belt" industrial cluster with Shenzhen national LED industry base as the leader and Huizhou, Dongguan, Jiangmen, Foshan, Guangzhou and other five provincial LED industry bases as the support.
Huang Ningsheng said that in recent years, Guangdong Province has actively introduced national and even global superior innovation resources through the "three ministries, two institutes and one province" industry-university-research cooperation and international scientific research cooperation, which has effectively improved the innovation ability and market competitiveness of the LED industry. Organize and implement core technology research projects in the LED industry, achieve major breakthroughs in core key technologies in the upstream high-end field of LED, and obtain a number of core technologies and major achievements with independent intellectual property rights.
Remarkable achievements in application innovation
It is reported that as of the end of September 2014, the number of LED patent authorizations in Guangdong was 67,391, accounting for 29.30% of the national LED patent authorizations in the same period and 5.88% of all patent authorizations in Guangdong during the same period. The LED industry technology self-sufficiency rate has steadily increased.
At the same time, in order to break through the lack of domestic LED product quality standard system and the troubles and constraints it caused to the healthy development of the industry, Guangdong Province drew on the internationally leading benchmarking management concept and created the first LED lighting product quality evaluation benchmarking system in the country in 2009, and successfully applied it to the construction of LED lighting demonstration projects.
According to Huang Ningsheng, up to now, a total of 15 batches of outdoor lighting product benchmarking catalogs and 11 batches of indoor lighting product benchmarking system catalogs have been released, with a total of 3,145 recommended benchmarking system products.
Currently, Guangdong is taking the opportunity to comprehensively build a national LED standardization comprehensive test zone and vigorously implement the standards-leading strategy. It plans to complete more than 130 local standards and 5 national standards within 5 years, and establish and improve an LED industry standard system with Guangdong characteristics, serving national development, and having international influence.
With the strong support of the Ministry of Science and Technology and other national ministries and commissions, Guangdong Province has launched LED lighting demonstration projects such as "Thousands of Miles", "Ten Thousands of Lights in Ten Cities", "Green Lighting Demonstration City", and "LED Lighting Application Project in the East, West and North of Guangdong" since 2008. In May 2012, it officially released the "Implementation Plan for Promoting the Use of LED Lighting Products in Guangdong Province" to comprehensively promote and popularize LED lighting.
By the end of September 2014, the province had installed more than 4 million LED indoor lighting products, more than 2 million LED street lights (including tunnel lights) and landscape lights, covering more than 40,000 kilometers of road sections, and the overall energy saving exceeded 55%. At the same time, Guangdong’s foreign trade exports of LED products have grown strongly, and the export scale has continued to expand. According to statistics, from January to August this year, the export volume of Guangdong's LED key field products totaled 59.563 billion yuan, a year-on-year increase of 47.02%.
New ideas
In order to continue to maintain Guangdong Province's leading development advantage in the LED industry, Guangdong Province continues to focus on four aspects. The first is to cultivate and develop the visible light communication industry as the starting point to open up a new blue ocean for the cross-border application of the LED industry.
Since visible light communication is a new generation of strategic emerging industry that is oriented to the cross-integration of LED lighting, communications, Internet of Things and other fields, it has broad market application prospects. Therefore, Guangdong Province plans to organize and implement the major scientific and technological project of "visible light communication technology and standard optical components" as the starting point, and vigorously build a visible light communication industry cluster relying on LED industry bases such as Shenzhen, Dongguan, and Huizhou. At the same time, we will vigorously support the work of the China Visible Light Communication Industry Technology Innovation Strategic Alliance, vigorously introduce domestic and foreign cutting-edge technical teams, accelerate breakthroughs in key core technologies of the visible light communication industry, and create new growth poles for strategic emerging industries.
Second, continue to use standard optical components as the starting point to seize the commanding heights of industry standards.
Guangdong Province has been actively promoting "LED lighting standard optical components" and promoting the formation of standardized and specialized "industrial middleware". In addition, Guangdong Province plans to adopt a provincial-municipal linkage approach to use Zhongshan, Foshan and other places as pilot areas for standard optical components to accelerate the mass production and demonstration application of standard optical component products; it will cooperate with organizations such as CSA (National Semiconductor Lighting Engineering R&D and Industry Alliance) and IECQ (International Electrotechnical Commission) to promote the construction of LED comprehensive standardization demonstration zones, incorporate LED components and modules into IECQ standards, jointly build an integrated development model of industrial scientific research innovation and intellectual property rights, accelerate the internationalization of Guangdong's LED industry, and enhance the international influence of Guangdong's LED industry.
Third, focus on cultivating new business formats to enhance the industrial value chain.
Huang Ningsheng said that cultivating new business formats needs to be carried out in two aspects. On the one hand, it is to actively promote the comprehensive penetration of LED lighting products from the public lighting field to home lighting and commercial lighting, and to strongly support the innovative applications of LED products in automobiles, agriculture, medical and other fields; on the other hand, it is to accelerate the integration and innovation of the LED industry and consumer electronics, raw materials, communications, optoelectronics and other related industries, and to cultivate emerging industries and economic growth points with huge development potential.
Finally, Huang Ningsheng said that Guangdong Province will take multi-subject collaborative innovation as the starting point to create a good ecosystem for industrial development. By integrating various resources such as Guangdong LED enterprises, scientific research units, colleges and universities, and service agencies, we will give full play to the role of industrial alliances and industry organizations to provide Guangdong LED enterprises with services in benchmarking access, quality control and improvement, and standardization construction, promote LED industry self-discipline, and further enhance the competitiveness of Guangdong's LED industry.
