Guangdong: Provincial and ministry cooperation supports LED lighting standard optical component plan

A few days ago, the joint research team of the Provincial CPPCC Science, Education, Health and Sports Committee and the Provincial Intellectual Property Office's "Strategic Emerging Industries Foreign Intellectual Property Countermeasures" learned during the investigation that Guangdong Province's "LED Lighting Standard Optical Component Plan" has achieved initial results, but still faces some problems. It is recommended that support for the plan be an important part of the cooperation between the province and the ministry, and that the Ministry of Industry and Information Technology and the provincial government will jointly take the lead in promoting it. The upstream core technology is controlled by others The LED lighting industry is one of the strategic emerging industries in Guangdong Province. After several years of hard work, it has become a new highlight of Guangdong's economic growth. In 2012, the province achieved an output value of 217 billion yuan, ranking first in the country in terms of industrial scale. LED packaging output accounts for about 70% of the country and 50% of the world. It is foreseeable that the LED industry, as a strategic emerging industry, will play an increasingly prominent role in Guangdong's realization of the goals of "three positionings and two firsts". The research team found that the development of Guangdong’s LED industry faces severe challenges. Although the scale of the industry is large, the problem of key technologies, especially upstream key core technologies, being controlled by others is more prominent. Internationally, LED industry giants Osram, Philips, Panasonic, Toshiba, etc. established a cooperative organization (Zhaga Alliance) in early 2010 to take the lead in LED standardization, set up technical barriers through their light source technology with core intellectual property rights, control key links in the LED lighting industry, and collect high patent license fees from Chinese companies through a combination of threats and litigation. Forming a more representative alliance The research team believes that although foreign companies have monopolized more upstream epitaxial wafers and midstream chip core technologies in the LED industry, Guangdong companies also have their own strengths and have mastered a large number of patents in the downstream packaging and application links. In order to give full play to its own advantages, unite to fight against foreign giants, and promote the healthy development of the LED industry, in recent years, Guangdong has proposed and implemented the "LED Lighting Standard Optical Component Plan" to integrate existing advanced technologies and patents in the middle and lower reaches of the LED industry. Some key enterprises have formed an optical component application alliance to develop a series of LED lighting standard optical component products, formulate product coding principles, mastered some core patented technologies with independent intellectual property rights and optical component testing technology, and successfully released a series of technical specifications and local standards. Since the establishment of the Optical Component Application Alliance has achieved certain results, it has increased its bargaining chips with foreign giants, and the one-sided situation at the patent application negotiation table has begun to turn around. However, it is currently facing two problems: First, the companies participating in the alliance are all Guangdong companies. There are also some large-scale backbone companies in Jiangsu, Zhejiang and other provinces in China, but they have not participated, which obviously weakens the power to participate in the negotiations as a whole; second, Guangdong has taken the lead in exploring and formulating some standards, but they are still local standards. If they can be further upgraded to national standards, it will not only benefit the competition with foreign giants, but also benefit the healthy development of domestic companies. . To this end, the research team recommended that supporting the "LED Lighting Standard Optical Component Plan" be an important part of provincial-ministerial cooperation, with the Ministry of Industry and Information Technology and the Guangdong Provincial Government jointly taking the lead to promote this plan. The Ministry of Industry and Information Technology and other departments are requested to support and coordinate relevant large domestic enterprises to join the alliance, and form a more powerful and representative alliance on the original basis, representing the Chinese LED industry to collectively respond to foreign competitors' patent barrier negotiations and disputes, and strive for greater "international voice." At the same time, support the development of Guangdong local standards that have been formulated and are relatively mature to become national standards, thereby enhancing my country's status and influence in the LED field.
