The "Plan" puts forward the goal of "Light-speaking Yangcheng, green and low-carbon, vibrant Bay Area, and international quality", encourages "internal light transmission", prevents and controls "light pollution", and clearly establishes the light festival as a benchmark for global light art activities, building an international first-class urban lighting with a high starting point and high standards, and radiating the infinite charm of the "Picturesque Night Yangcheng".

The "Plan" fully explores the urban connotation of Guangzhou, coordinates the city's nighttime resources, and based on field survey data and questionnaire results, combined with urban big data research, proposes an urban lighting spatial pattern of "one core, one pole, multiple points of support, one belt and two axes in the landscape city".

Among them: "One core and one pole" refers to a central urban area and a Nansha sub-center; "multi-point support" refers to a multi-level public service center system constructed with key urban areas and important functional areas; "One belt and two axes" refers to the Pearl River as a belt, connecting the main development spaces of Guangzhou, and the two axes refer to new Central axis and traditional central axis; "Landscape in the City" refers to the natural landscape represented by Baiyun Mountain, Yuexiu Mountain, Pearl River, and Haizhu Lake, which contrast with the urban landscape and together constitute Guangzhou's unique urban landscape pattern.
