Lu Chaoqun said that Taiwan's semiconductor industry is facing a crisis of "young people not investing, policies are not in place, products are incomplete, and the whole people do not understand", so that Taiwan will miss this treasure. Lu Chaoqun analyzed that in Taiwan, the semiconductor industry has not been supported by policies as an emerging innovative industry, so it has been difficult to attract young people. On the other hand, companies are now facing "employee dividends are expensed" and "dividends are taxed at market prices", etc., making it difficult for companies to retain employees with high salaries. We should refer to the United States. Companies can allocate surplus dividends to employees in one go.

Lu Chaoqun told the government that Taiwan Semiconductor should start to develop research and development below 10 nanometers, so that the output value of the semiconductor industry can reach new heights and enhance Taiwan's economic power. It is hoped that the government can provide policy support, redefine the semiconductor industry as an innovative emerging industry, and amend the company law to allow companies to distribute profits to employees. Lu Chaoqun pointed out that Taiwan Semiconductor has today's economic scale because Taiwanese technology companies in the past have newly created employee dividends and stock allocations. This is the most powerful technology plan, which allows a clear distinction between capital investment and employee work, so that profit distribution is not only distributed to shareholders, but also distributed to employees. This is the most harmonious labor-management relationship in the world. He further pointed out that Taiwan's semiconductor industry has been developing for nearly 30 years. Fortunately, under the past industrial policies, it has attracted a large number of outstanding talents to invest, which has created Taiwan's top position in wafer foundry today, and it has taken a leading position in IC design and packaging and testing.

Lu Chaoqun said, "People are poaching with high salaries. We should think carefully about how to retain these high-value talents so that they can contribute to Taiwan's long-term competitiveness and allow Taiwanese companies to enhance Taiwan's economic strength!" Lu Chaoqun shouted loudly on the stage, while representatives of heavyweight semiconductor manufacturers including TSMC, MediaTek, and Richtek nodded fiercely in the audience.
