Semiconductor lighting certification promotes a healthier industry

Semiconductor lighting, also known as solid-state lighting and LED lighting, is the third human lighting source revolution after incandescent lamps and fluorescent lamps. Semiconductor lighting products have long life, high luminous efficiency, and low energy consumption. They have advantages that traditional lighting fixtures cannot match. They are listed as strategic emerging industries and energy-saving and environmentally friendly industries in my country and many countries around the world. In particular, the semiconductor lighting industry has developed rapidly in the past two years. In 2013, the output value of my country's LED lighting products reached 69.6 billion yuan, a year-on-year increase of 65%, and exports reached US$5.5 billion, a year-on-year increase of 71%. According to statistics, my country's lighting electricity consumption accounts for about 13% of the total electricity consumption in society. Semiconductor lighting has great potential for energy conservation and emission reduction. With the rapid development of China's economy and the rapid advancement of urbanization, 2 billion square meters of buildings are built every year. The rapid development of the construction industry will inevitably drive the rapid growth of the lighting appliance industry. With the implementation of semiconductor lighting industrialization, green lighting projects, promotion of efficient lighting products, and the implementation of policies such as the elimination of incandescent lamps, the spring of the application of semiconductor lighting products has ushered in. According to estimates, more than 7 billion lighting products are in use across the country. If all incandescent lamps in use in my country are replaced with more energy-efficient LED lighting products, approximately 70 billion kilowatt-hours of electricity can be saved annually, which is equivalent to a reduction of nearly 70 million tons of carbon dioxide emissions. It can be said that a small light bulb makes a big difference. Like many emerging industries, the semiconductor lighting industry also has various problems in its rapid development. First of all, LED light sources are different from traditional incandescent lamps and fluorescent lamps. They are point light sources and cold light sources. Some products break through the classification of traditional lighting sources and lamps. However, most semiconductor lighting products are currently used to replace or transform traditional lighting products and fail to truly reflect the advantages of LED lighting. The design rationality of some products needs to be improved; secondly, product interfaces and specifications are not unified, resulting in products that are not interchangeable and inconvenient to maintain and use. Thirdly, There are many types of semiconductor lighting products on the market, product performance varies greatly, and quality varies greatly. Since a complete performance standard and energy efficiency standard system for semiconductor lighting products has not yet been established, and there is a lack of overall quality evaluation of LED lighting products, these problems have affected the further promotion and application of semiconductor lighting products to a certain extent, and have also caused certain troubles to the market and consumers. In recent years, my country has continuously increased its support and guidance for the semiconductor lighting industry. In particular, six departments including the National Development and Reform Commission and the General Administration of Quality Supervision, Inspection and Quarantine jointly issued the "Opinions on the Development of the Semiconductor Lighting Energy-Saving Industry" in 2009 and 2013 respectively, clearly proposing that energy-saving certification of LED lighting products should be carried out in a focused and step-by-step manner. According to the maturity of the product, the scope of energy-saving certification of products should be gradually expanded and the product certification system should be improved. As we all know, certification is based on standards. In the absence of energy efficiency standards, the National Certification and Accreditation Administration actively supports the filing of certification technical specifications and has successively approved the filing of five energy-saving certification technical specifications of the China Quality Certification Center. So far, the China Quality Certification Center has issued more than 1,000 semiconductor lighting product energy-saving certifications to more than 120 companies. The formulation of technical specifications for semiconductor lighting energy-saving certification and the energy-saving certification carried out accordingly have set a benchmark for the market, provided a systematic third-party technical evaluation basis for all relevant parties to select semiconductor lighting products, distinguished the advantages and disadvantages of products in terms of performance, allowed consumers to clearly understand the energy-saving levels and energy-saving effects of semiconductor lighting products, and achieved consumption guidance through market means. When implementing CCC and carrying out LED lighting energy-saving certification for six categories of products using LED as light source, including fixed, movable and recessed lamps, certification agencies and testing agencies strictly controlled quality and prevented about 20% of unqualified products from entering the market. The main performance indicators in the energy-saving certification of semiconductor lighting products are formulated based on the development trends of semiconductor technology and the performance levels of mainstream products of about 10% of companies on the market. The energy efficiency indicators in the 2013 technical specifications for LED downlights, reflective self-ballasted LED lamps, LED roads, and LED tunnel lighting products are respectively increased by 8% to 21% compared with the 2010 version. By improving product performance indicators, a new benchmark has been set for the market. Products that obtain energy-saving certification can enter the government's recommended procurement list and receive government financial subsidies for efficient lighting. Guiding the upgrading of enterprise products has played a role in forcing enterprises to improve their technological research and development capabilities, optimize the industrial structure, and promote the sustainable and healthy development of the industry. There are many types of semiconductor lighting products. The types, specifications, and quantities of currently certified products cannot fully meet the certification needs of relevant parties, such as double-ended semiconductor lighting products installed in offices. In order to better serve the industry, the China Lighting Electrical Appliances Association, the Society, the China Quality Certification Center, the Beijing Electric Light Source Research Institute and other sponsors established the non-profit social organization - Semiconductor Lighting Technology Evaluation Alliance. Currently, there are more than 100 alliance members, and the formulation of some alliance standards has been completed. The development trend of semiconductor lighting products is towards more efficient, modular, replaceable, intelligent and networked. Standards, testing and certification must also provide conformity assessment work based on the characteristics and trends of product and industry development. China is a major country in the production, use and export of lighting products. 80% of the world's energy-saving lamps are made in China. We hope that through our joint efforts, the third generation of LED lighting products will regain its glory.
